Address by Honourable A Tuck on the 2017 Portfolio Committee on Science and Technology Budget Vote

I greet you all

As the committee of science and technology we are looking at the priorities for the 2017 -2018 financial year to ensure that the department and its entities have the resources required to carry out their legislative mandate and contribute to creating conditions for radical socio -economic transformation.

Last year was the 20th anniversary of the signing of the South African constitution. Chapter 10 of the constitution clearly states that the public administration should be developmental orientated and promote the efficient, economic and effective use of resources and be accountable. It also states that the public should be encourage to participate in policy making and transparency should be fostered by providing the pubic with timely, accessible and accurate information.

Therefore this committee does its work by having oversight visits and meetings with the department and the entities there-of.

ASTRONOMY

Astronomy is the study of the sun, moon, stars planets comets, gas galaxies dust and other un- earthly bodies. Astronomy is the studies of the universe and its contents outside of Earth atmosphere and that's how it is observed and researched.

SCIENCE AND INFRASTRUCTURE

The CSIR is equipped for world class innovation. They also recorgnizes that scientific infrastructure is key in scientific discovery and producing solutions for the industry and society.

Infrastructure includes laboratories testing facilities scientific instruments and equipment pilot plants that is needed for research and technological innovation.

Collaboration between the research sector, industry and government results in the shared use of the infra structure and helps build bridges that benefit the country and globaly.

SALT

SALT is situated at the South African Astronomical Observatory field station in Sutherland in the Northern Cape 400 kilometers from Cape Town. This telescope is the largest optical telescope in the Southern half.

A comet has been discovered in South Africa 37 years of the universe, after the first one was discovered and it has been discovered in April 2017 by an un-manned robotic telescope, situated near Sutherland in the Karoo.

SKA

In memory of Oliver Tambo, Government is prioritizing maths and science more than ever.

Our investment in science and technology is yielding results. Since South Africa, supported by its eight African partners, won the bid to host the Square Kilometer Array telescope, significant progress has been made in building this mega science project and reaping its benefits.

Together with its precursor, the MeerKAT telescope, the SKA project continues to make important contributions to socio-economic development in South Africa.

Working closely with the industry, the Department of Science and Technology is implementing a technology localization strategy. This has ensured that the two billion rand MeerKAT telescope is constructed with seventy five percent local content.

This has led to job creation in the Northern Cape and diversification of the economy through the creation of artisan and maintenance jobs, and the promotion of science as a career of choice.

THIS YEAR IS THE 100 TH ANNIVERSARY OF THE BIRTH OF O.R. THAMBO WHO, BEFORE LEADING AFRICA S OLDEST LIBERATION MOVEMENT, WAS MATHEMATICS AND SCIENCE TEACHER AT ST PETERS IN ROSSENTENVILLE IN JOHANNESBURG.

THEREFORE THE THEME FOR THIS BUDGET VOTE IS '' THE OLIVER THAMBO LEGACY:
