Calls for reversal of donation of the high species to private individuals

The ANC Study Group on Environmental Affairs calls for the reversal of the donation of high value species to private individuals in the North West province. In 2015, the North West Department of Rural, Environment and Agricultural Development (READ) donated high valued species conservatively estimated to have been worth over R100 million to individuals who are said to be politically connected.

Having received a report on this matter at a meeting of the portfolio committee in Parliament today, we view this transaction as irregular as it did not comply with regulations as set out in the Public Finance Management Act (PFMA). We therefore call on the Auditor-General (AG) and other relevant authorities to investigate individuals who are responsible for this transaction and report back to Parliament in the next three months.

We also call on the National Department of Environmental Affairs to finalise the Game Donation Policy to make provision for the orderly transfer or donation of wildlife species from national game reserves to private game reserves.

The ANC Study Group on Environmental affairs will be seeking guidance from Parliament's Legal Services within 30 days on steps to be taken against individuals who might have misled the committee on this matter. The committee is scheduled to adopt the report next week as the issue is well overdue.
